The Vikar is an non-player character that can be found in his building on the west side of Fjolgard. Vikar can trade the cards into an item or rune once you have collected a set. He also sells level 1 runes for 30 gold.
Vikar is also located next to a shared stash so it is ideal for sharing runes across characters.
